differ by jurisdiction. Begin with the official appeal instructions on
the controlling notice.

Official state agency

Use the state unemployment agency or appeals office for official
filing methods, hearing logistics, accessibility, interpreter requests,
forms, and copies of agency records available to a party. The
appeals office administers the proceeding and cannot act as your lawyer
or representative.

Legal-aid organizations may offer advice, representation, clinics, or
self-help materials, subject to location, eligibility, priorities,
conflicts, and capacity.

Lawyer referral and private
counsel

State bar referral services and claimant-side attorneys may help
identify private representation. Ask whether the lawyer handles the
specific stage involved—agency hearing, higher administrative review,
judicial review, or a related employment claim.

A lawyer addressing discrimination, retaliation, disability, leave,
wages, or the termination itself may not automatically represent a
claimant in the unemployment appeal. Confirm the scope of representation
in writing.
