  1. an agency determination or redetermination;
  2. an Appeal Tribunal hearing before a referee;
  3. Board of Review proceedings; and
  4. judicial review in court.

Each stage has a different function. The Appeal Tribunal hearing is
ordinarily the principal opportunity to present testimony and exhibits.
Later review often depends on the record created there.

evidence without being bound by ordinary statutory and common-law
evidence rules. That does not make personal knowledge, reliability,
foundation, completeness, notice, or the opportunity to respond
irrelevant. Identify missing witnesses and records early enough to use
the applicable procedure.

A Board appeal should identify concrete factual, legal, burden,
notice, or procedural error in the referee decision and tie factual
assertions to the existing record.
